Fit and proper.

Fit and Proper? Governance in the Public Interest was written with Douglas Bilton to highlight the issues we had observed in regulatory councils and boards. It was published by the Professional Standards Authority in 2013.It focuses on the behaviour of board members individually and boards as a whole not on structures, policies or rules. Our observation is that the conduct of board members contributes more to good decision-making than governance structure, although the latter has of course a part to play. The paper addresses responsibility and accountability, the holding of public office, roles, relationships, dealing with disagreement, conflicts of interest and transparency.
