New ways of doing old things or new ways of doing new things?

These short reflections on new (and old) technologies were made in 2007 to Dr Foster Intelligence. The way in which the world has become digitised in the last decade means they are somewhat out of date. However my assertion that digital change is pulled by users not pushed by providers and that governments above all do not understand this continues to be born out by the failure of producer led IT developments in healthcare of which the original NHS Covid 19 smartphone app is current example.
